Are all grabs and non-informational ops blocked last 6 hours of set unless there have been prior interactions with the target country? Thanks for any responses.
During the final 6 hours of the round, only informational spy ops are allowed unless the target has already engaged in one or more offensive action against you.
An "offensive action" is a standard attack, special attack, failed stealing spy op, or failed harmful stealing spy op.
