Depends on how much you want to mess up your view.

At our local uni, they a kind of twisted wire, with small barbs (not "normal" barbed wire, smaller barbs") that is rolled like a spiral and placed on where the pigeons would sit. Works pretty well. Better than spikes, because they can usually find a way to sit between those.

It doesn't look too beautiful tho
