I'm thinking if you wrote a timestamp to a file (when the event fires), you could check the file and if the time between 'fires' was less than a specified amount it would not open VLC. If it was greater, then it would rewrite the file with the new timestamp.

I don't know enough about perl to actually write it for you, but that would seem like a proper fix.
