This target has 2 defencive alliance pacts
Both having the same military as the target.

The target has 100% of his troops, jets, and tanks tied up in a PS.

Leaving him only 1M turrets for defence

How much does his alliances contribute? Is it based on total military, or only on what is in targets "Standing Forces"?

No matter what type of alliance, it's always about the standing forces.

Even offensively, it still works that way, as well as for spy ops, for example, if you send all your jets on a PS, you can blow up your enemies air bases, but you won't destroy any jets during the operation since you don't have any on hand yourself.

If you have no troops, you cannot succeed at causing dissension either.

It's always proportional to what you have on hand. That includes tech, and espionage operations. If you have no tech, you cannot steal any.

I know the targets's military doesn't return to def, but didn't know if alliance contribution is based on full or standing military.

In this case, we are only talking about a couple 100k of def, and I have several countries with over 5M jets. This time isn't an issue, but there is always next time, and I may not have time to ask the question then.

I also assume that the Target's alliance readiness is not taken into effect?
