the server seems to love running tech phases now (I guess we are reverting back to the 90's?) so the demand for tech on the market is down, and the supply is up.

That is just how it is.

Tech really is not that cheap. If you're teching on avg 3900/turn w/ally bonuses and selling at 2700 it's a rather good income considering how cheap bushels are.

It's all relative of course. If you are planning to netgain the entire set and spend half your turns growing then it's not so great. If you are stocking early for war then it's still fine....
